Web seminar: Somalia: Responding to the Legal Challenges of Offshore Piracy

The HPCR will be holding a live web seminar on 16 April from Harvard University on “Somalia: Responding to the Legal Challenges of Offshore Piracy”.

The questions that will be addressed include the following:

How does international law define piracy, and how is it linked to terrorism? What are the appropriate legal frameworks for responding to the challenge? What is the legal status of pirates? What role is there for the international community, especially in situations where a state may be unable or unwilling to undertake appropriate action? How can existing mechanisms and policies regarding detention be developed and implemented, particularly in the case of piracy off the
coast of Somalia?
As maritime piracy continues to rise, and as more and more countries seek effective measures against it, these questions regarding the legal and policy challenges involved in countering piracy have become central to much of the debate in the international community. This live seminar will identify and explore these challenges and examine legal arguments from multiple perspectives.

Peter Goossens, Country Director for Somalia, World Food Programme

Douglas Guilfoyle, Lecturer, University College of London

Claude Bruderlein, Director of the Program at Harvard, and Naz Modirzadeh, Senior Associate at the Program, will host the discussion.
The 16 April Live Seminar will take place at the following times:
